The Missing Coalition is a special project of the Cold Case Coalition, a 501(c)3 non-profit corporation, and formed from the need to investigate cases that aren’t yet labelled “cold.” We provide guidance and resources when a loved one goes missing, helping spread awareness of your missing person and collecting information to provide whatever investigative and logistical support we’re able to.

Our network of investigators and professional volunteers, many of whom have experience with missing person cases, work diligently on your case without being paid a dime. Many of our vetted network of Private Investigators can provide their services in your case at no or low cost.

How We Work

Our volunteers work remotely, so we use professional tools to empower them to do their best. Our combination of in-house custom tools and world-class business apps allow us to communicate, collaborate, and track your missing persons case.

Heather DeCecco

Director of Operations

Heather has a Bachelor of Arts in Criminology, Law, and Society from University of California Irvine. In addition to 2 law degrees, a Juris Doctor (J.D.) in Business Law, and Masters in Law (LL.M.) in Business Law and Economics from Chapman University, Fowler School of Law. Over 20 years of in-house corporate, transactional experience negotiating complex contracts. 

In her spare time she loves being a PTA, baseball, and soccer mom, as well as volunteering with church and various non-profits.

Marilyn STevenson

Cold Case Coalition Project Manager

Marilyn has worked with the Cold Case Coalition since 2020 and sits on the Board of Directors for the CCC and its Intermountain DNA Forensics Lab. Her background includes focuses in care, service, and business management and consulting.

Marilyn’s son, Justin Hooiman, went missing in 2017. This gives her a unique perspective and drive to help families through the process of a loved one being missing.

She enjoys spending time with family, and volunteering for good causes.

Jacob Koppenhaver

Director of Investigations

Jacob became interested in missing persons from the Tyler Stice case. He joined a popular missing persons org and became part of their senior leadership, where he worked with both Heather and Marilyn, before the three of them formed the Missing Coalition.

As a long-time law enforcement officer, Jacob has experience and specialized training in CSI work, cyber investigations, digital forensics, and narcotics investigations. After a career in law enforcement, Jacob was a Public Defender Investigator, and now performs civil investigations across Kansas.
